Since 2015, New York State allows municipalities to procure energy on behalf of its residents and small businesses on an “opt-out” basis. Sustainable Westchester’s “Westchester Power” program was the first of these programs, known as “community choice aggregation”.
It works like this:
- A municipality opts in and selects a default supply option.
- Eligible residents and small businesses who don’t choose either to switch supply option or opt out of the program back to utility supply are enrolled in the municipal default.
- Participants can switch or leave at any time without any fee; they have all of the choices they had previously, and one more – the community choice.
Whichever choice you make, your existing utility–Con Edison or NYSEG–will continue to deliver the energy we supply. Your existing utility will also continue to handle monthly billing and any service calls for outages or damaged wires or poles.

While the price for both supply options are lower than the 2015 average utility supply price, the Westchester Power Basic supply is the lowest cost option.
